1. To preserve our film heritage, promote film education and encourage related academic research, the Chinese Taipei Film Archive (hereinafter called the “Archive”) hereby enacts these Regulations.

2. Use of all materials in the Archive’s collection, including films, video tapes, laser disks, posters, stills, scripts, books, periodicals, and press clippings, shall be restricted to the Archive’s premises, except when the materials are borrowed by Archive members in accordance with Archive membership regulations.

3. The Archive’s film collection is divided into two sections: ”Films for Circulation” and “Films Not for Circulation.”
a. “Films Not for Circulation” refer to all original negatives or unique copies of “domestic films”, damaged or time-worn films, or any otherwise endangered or irreplaceable films in the Archive’s collection. In the interest of preserving our national film heritage and establishing a national film record, such films are not available for loan. To prevent damage to such films, they may be viewed solely on the Archive premises on Steenbecks operated by the Archive’s professional staff. When a genuine need exists, concerned parties from various fields may, after obtaining written consent from the holder of the original copyright and paying processing costs, obtain a copy or duplicate of the film. After use, the copy must be returned to the Archive, where it shall be housed in the “Films for Circulation” section.
b. “Films for Circulation” refers to all second or multiple copies of “domestic films” in the Archive’s collection. Members and other concerned parties requiring the films for research purposes, may, in accordance with regulations, apply to view such films in the Archive’s Film Classroom. When necessary, concerned parties may borrow such films for use outside of the Archive after first obtaining written consent from the holder of the original copyright and paying a film upkeep and handling fee.

4. In the interest of preserving our national film heritage, rare or precious items other than films in the Archive collection (such as old, damaged, or unique items or items not readily replaceable) may not be loaned for use outside of the Archive. When necessary, however, concerned parties may borrow duplicates of such materials for use outside of the Archive after first obtaining written consent from the original copyright holder and paying duplication fees and upkeep fees.

5. These Regulations are the basic principles governing the use and borrowing of Archive materials. Please refer to additional Archive regulations and guidelines governing the use of Archive facilities and equipment, and the borrowing, use, and duplication of films, videotapes, and other visual and printed matter from the Archive’s collection.

6. These Regulations have taken effect following passage by the Chinese Taipei Film Archive’s Board of Directors. Any revisions or amendments shall likewise be subject to passage by the Board of Directors.
